Persons involved and role summaries:-

 

1. Roger R. Presseault – President of federal Board of Referees in Ottawa, in 1995; now (2007, until September 2008) a Member of the Social

Benefits Tribunal of Ontario. Role: as President of federal Board of Referees in Ottawa, in February 1995, refused me Unemployment Insurance benefits based on “lack of insurable weeks” , knowing that  I had (a) been mis-informed at the time about minimum weeks needed by local Canada Employment Centre, and (b) been force to quit an employer who was not paying my wages and owed me over $2,000.  The employer then went bankrupt later in 1995

 

2. Jonathan P. Langsner – Legal Services Department, H.R.D.C., in 1996, now (2007) with federal Justice Department

Role: in 1995 and 1996, perpetrated legalistic sophistry to prevent me from accessing any re-training, even after an Umpire decision which reversed the Board of Referees decision where Roger R. Presseault was involved. CONTACT DETAILS TO BE CONFIRMED LATER

 

3. H. Buckley-Routh – Presiding Member, Social Benefits Tribunal of Ontario

Role: Judge at my appeal hearing on January 17th 2007. Her descision to refuse my appeal against having to pay approx. $6,000 contained two fatal errors: (a) pretending that Roger R. Pressault’s involvement in causing the situation in the first place was of no consequence, and (b) wrong and un-substantiated assumption that we would have had some liquid cash, to defray welfare costs,  if we sold a property in 1995

 

4. Roslynne Mains – Presiding Member, Social Benefits Tribunal of Ontario

Role: Judge who responded on June 15th 2007 to my Application for Re-Consideration. Made same errors as H. Buckley-Routh – Presiding Member, Social Benefits Tribunal of Ontario; in addition, she ignored additional documents that I submitted since the January 17th hearing. She also alleged that City of Ottawa representative Mr. R. Fox made an objection to my Application for Re-Consideration, but did not state what the objection was. This is un-professional conduct by Ms. Mains at least.

 

5. Mr. R. Fox, City of Ottawa – Case Presenting Officer

Role: City of Ottawa representative at my January 17th 2007 hearing. According to letter of June 15th from Roslynne Mains – Presiding Member, Social Benefits Tribunal of Ontario, he made a written objection to my Application for Re-Consideration. But I was never told what the objection was, either by Mr. Fox (or by Ms. Roslynne Mains).

 

 

6. Ms. Carole Sherman, City of Ottawa Overpayment Recovery Unit.

 

Role: initiated attempts at legal proceedings, in 2003 and starting again in l;ate 2005,  to recover approx. $6,000 from me on account of a so-called social assistance overpayment, based on what is actually a fraudulent accusation against me of welfare fraud.
