SOLVING THE UNEMPLOYMENT PROBLEM IN CANADA - WORK BEHIND THE SCENES, WHICH I HAVE DONE

 

The four documents referred to under paras. 1,2 and 3 below can be accessed though my site home page, using the link under point 6(B)  followed by the link called  Table illustrating correspondences on page 3 of the narrative which opens.

 

This has involved, among other things, the following:-

1.     A presentation to the federal Standing Committee on Human Resources Development, during the Phase 1 Public Consultations in March 1994. I also answered questions from the Committee.

2.     A written presentation to the Honourable Lloyd Axworthy, who was Minister of Human Resources Development, at about the same time.

The reply that I had from Mr. Axworthy was positive and detailed some measures that his department was implementing.

3.     A written presentation to Bob Chiarelli in July 1995, when he was still M.P.P. for one of the Ottawa provincial ridings ( now Mayor of the City of Ottawa). In this presentation I highlighted the true size of the unemployment problem and outlined the form that the solution would have to take.

Mr. Chiarelli and others have since taken certain initiatives, such as doing a proper analysis of the true size of the problem (the Fall 1998 O.E.D.C. report referred to elsewhere on this site, "Ottawa's Hidden Work Force") and setting up the task force "Partners for Jobs". More recently still, The Ottawa Partnership (TOP) of which Mr. Chiarelli is Co-Chairman, engaged an outside consulting firm - ICF Consulting - to design a Business Plan for the Ottawa C.M.A., the purpose of which is to identify bottlenecks to job creation in the Ottawa C.M.A. and recommend solutions.

I don't know how many other people made representations to Mr. Chiarelli similar to mine, but the initiatives that he and others have been taking, here in Ottawa, precisely address the issues raised in my July 1995 report for Mr. Chiarelli.

The Ottawa C.M.A. is the first region in the whole of Canada to have a reasonably accurate analysis of the true size of the problem, let alone be putting together a plan to deal with it. Therefore, in this area, we in Ottawa are the leaders in Canada.
