Certain bad stuff was going on behind the scenes in this next item, which was actually the start of a series of exercises in time-wasting and frustration. It involved a transitional employment program called ON-SITE’ which came into existence in 1983. I was barred from it continually, all due to an eligibility rule which said, in effect, that if you hadn t been able to get work in the past then you were automatically disqualified from this program – thus perpetuating the situation. That s stupid Canadian government bureaucracy, and stupid Canadians, for you.
